You don't need a monster PC to run FIFA 17 at highest settings
The system requirements for FIFA 17 on PC are definitely not overkill.
EA has released the minimum and recommended specs for the PC version of FIFA 17 earlier.
The relatively modest set of requirements doesn't ask for more than a Core i5 and an Nvidia GTX 660 to run at max settings, which is pretty good considering how good it looks.
